About the Site Safe Foundation Passport
The Site Safe Foundation Passport is New Zealand's entry level health and safety certification for construction workers. It is required on many construction sites before workers are permitted to start. The course includes an assessment of your knowledge of core health and safety principles.
The assessment covers four key areas:
- Health and Safety Law: the Health and Safety at Work Act 2015 (HSWA), duties of workers and PCBUs, worker participation rights, and consequences of non-compliance
- Hazard Management: identifying hazards, assessing risk, applying the hierarchy of controls, and using risk matrices
- PPE and Site Safety: selecting and using personal protective equipment, site induction requirements, signage, and safe work practices
- Emergency Procedures: emergency plans, muster points, first aid requirements, incident reporting, and working at heights rules
Important: The Health and Safety at Work Act 2015 introduced significant changes to how duty of care is defined and shared. Many workers are unfamiliar with the concept of a PCBU (Person Conducting a Business or Undertaking) and what worker duties this creates. This is commonly tested.
Key Site Safe Facts to Know
- PCBU: Person Conducting a Business or Undertaking. Has the primary duty of care to ensure worker health and safety
- Worker duties: Workers must take reasonable care for their own health and safety and not put others at risk
- Hierarchy of controls: Eliminate, substitute, isolate, engineering controls, administrative controls, PPE (in that order)
- Working at heights: Any work above 1.5 metres is considered elevated work and requires fall prevention measures
- Incident notification: Serious injuries, serious illnesses, and notifiable incidents must be reported to WorkSafe New Zealand
- First aid: At least one trained first aider must be available on site. The ratio depends on site size and risk level
